Title: EFFECTIVENESS OF THE DESIGN AND BUILD PROJECT DELIVERY APPROACH
ON PUBLIC BUILDING CONSTRUCTION PROJECTS IN TANZANIA |

Abstract: The study evaluated the effectiveness of the Design and Build (D&B) approach on public building
construction projects in Tanzania. It examined schedule management, budget management on
D&B and quality on D&B project execution. Utilizing Resource Dependence Theory and the
Theory of Project Management, the research employed a mixed-methods approach, collecting data
from 132 questionnaire respondents and 15 interview participants. Respondents were selected
using a stratified random sampling technique. Data were gathered online using Kobo Toolbox,
with Excel and R software (version 14.4) used for the analysis of quantitative data, while
qualitative data were analysed using manual content analysis. Findings reveal that, inadequate
planning and poor resource management significantly disrupt schedules and lead to budget
overruns, primarily due to design issues. While the D&B approach generally meets quality
standards, issues like workmanship and design changes necessitate rework. In conclusion, while
the D&B approach usually maintains quality, the study reveals that enhanced planning, budget
management, and quality control are essential to overcome delays, cost overruns, and rework. It
recommends improvements in these areas, along with better training and feedback mechanisms.
The study also suggests implementing more training and external audits to enhance project
execution. |
